Ken Fresno was born in the Idlewood section of Los Santos in the spring of 1970. The youngest child of Loretta Fresno, he was his mother's favorite. She enrolled him in multiple after-school activities, things like the Boy Scouts, track and field, and various programs for at-risk kids in Los Santos. She did anything to keep him out of the street and away from gang life, being that Ken never knew his father. It ended up working, and Ken excelled at track and school while growing into a respectable young man. After graduating high school, Ken decided to join the military following a deep conversation with a recruiter. The recruiter told him about how the military would show him structure and discipline, and that the friends he made would be his brothers for life. During his four years in the military, Ken was stationed at Fort Buchanan in Puerto Rico, working as a mechanic on various United States military vehicles, such as Jeeps, tanks, and some aircraft. During his time in Puerto Rico, he dated many different women and made friends with locals, eventually picking up basic Spanish. After serving an uneventful four years, honorably discharging, and returning to civilian life in the States, Ken longs for the brotherhood of the military while also needing to make money. He initially looks into working at local auto shops, but quickly realizes that turning wrenches in garage again feels isolating. It lacks the structure, the chain of command, and the higher purpose he felt while serving. Law enforcement offered the discipline and brotherhood Ken craved. He chose the Sheriff’s Department over the city police because patrolling the open county terrain reminded him of his military deployments in Puerto Rico. More importantly, the choice was personal. Remembering the youth programs that kept him off the streets, Ken saw the Sheriff's community outreach as a way to give back. He wanted to be the positive authority figure he never had, offering at-risk kids the same structure that his mother and the military provided him.

Dear Mr. Fresno,

We have evaluated your application and qualifications for the position of Deputy Sheriff Trainee.

Pursuant to personnel guidelines and hiring standards of the County of Los Santos, we would like to offer you a conditional offer of employment at the sworn title of Deputy Sheriff Trainee.

Any request for refusal of this offer must be in writing and received by Training Bureau Command within three (3) business days from the postmark date of this letter.

You will be sent further correspondence explaining the process of your academy training further.

(( Your character will undergo a 22-week academy, after which they will spend a period of at least one (1) year assigned to a correctional facility within Los Santos County (e.g., Men's Central Jail, Twin Towers Correctional Facility) run by the department.

Following this period, you will be placed on a list for assignment to a patrol station based on your preference, and you will be assigned within approximately one to two (1–2) years. As you begin our Field Training Program, keep in mind that you are not a complete rookie, but a fully sworn deputy who has already spent at least one year working within a correctional environment.

Prior to your assignment to a patrol station, you would likely attend refresher courses to prepare yourself for field duties. If you have any further questions, please contact Training Bureau Command. ))
