Tommy W. Federal is an Italian-American male born in 1971 October 26, Liberty City. Tommy are raised in a poor income household and a High Crime Rate neigbhourhood in Staunton Island, in his early adulthood at 22, Federal's parent decided to take a money loan from a loanshark that was handled that was ran by Italian Mobster, at the age of 26 his parent couldn't pay the loan in time causes the Mob decided to sent out Hitman to kill his parent and gets the rest of valuable item in his household, however it didn't meet the enough number to finish the payment.
Tommy later decided to use the rest of money in his pocket to purchase a ticket flying to State of San Andreas. After his arrival, Tommy are still paranoid due to his past, while trying to escape his paranoia, Tommy took a little part time job in Los Santos as Garbagemen and Dockworker, sadly however the payjob still didn't give him enough money to survive, at the same time Tommy always witness a crime happening around at Idlewood and Gangs always trying to rounding him up.
This eventually made Tommy fed up and motivates him to sign himself to join the Los Santos Police Department and serves the justice.
However he failed the test due to Poor English result, however this doesn't keep him down and take another attempt at Joining the Law Enforcement Position, he sign himself to join the Los Santos Sheriff Department.
