21. BACKGROUND STORY
Andres Josemaria Sepulveda is a second generation Mexican-American from the working-class of Willowfield, Los Santos. His heritage is blended, predominantly Mexican and African-American, with religious affiliations that span from mainstream Roman Catholicism to other Protestant denominations. He grew up in a welfare dependent family with a father, Pedro Sepuveda, a janitor at Idlewood High School who was tragically killed at a gang-related shooting during the Los Santos Riots. The untimely death of his father wiped out any stability the family had left and began a long and difficult period for them. Violence wasn't just a word for Andres. He saw it up close. His father's murder was never dealt with much less solved. The loss of his dad stayed with him, specially seeing how quickly everyone else moved on. It made him want to do more than just survive the streets. He had to change it. He knew since he was a kid, watching the white and green Chevrolet Caprices drive off from Ganton Sheriff Station, that there weren't many police officers in town who looked like him, a Latino, or understood where he was coming from. That absence inspired him to be the kind of law-maker he didn't see very often: one who listens to and, most of all, respects the community. Why? Because he is a part of it. He had to be someone the next crew of kids on Arbutus Street could look up to and believe in. While at Idlewood High, Andres joined the basket ball team. His coach was a former sheriff with the LSSD. The man carried himself with a quiet confidence and genuine concern, and it was from him that Andres started viewing policing not as a career, but as a calling. He graduated with modest athletic achievement and worked a string of jobs throughout his teen and early adult years. Everything he earned went into helping his mother and siblings, saving some for law school, and making life a little easier for his youngest sister, who has physical as well as mental disabilities. Becoming a member of the Los Santos Sheriff Department means more to Andres than earning a ticket into a secure career. It's a way of giving back, a way of standing up for the community he grew up in and making sure that children like him aren't faceless in their own communities. The truth is, Andres chose law-enforcement too because he didn't really feel that he was that talented at anything else. He never was the type of guy to study, couldn't picture himself behind a desk, and though he had drive and discipline, always felt he was somehow always behind everyone else. But patrolling the streets of LS? He knows that's his calling. Not because he is special, but because nobody else will do it.

Dear Mr. Sepulveda,

We have evaluated your application and qualifications for the position of Deputy Sheriff Trainee.

Pursuant to personnel guidelines and hiring standards of the County of Los Santos, we would like to offer you a conditional offer of employment at the sworn title of Deputy Sheriff Trainee.

Any request for refusal of this offer must be in writing and received by Training Bureau Command within three (3) business days from the postmark date of this letter.

You will be sent further correspondence explaining the process of your academy training further.

(( Your character will undergo a 22-week academy, after which they will spend a period of at least one (1) year assigned to a correctional facility within Los Santos County (e.g., Men's Central Jail, Twin Towers Correctional Facility) run by the department.

Following this period, you will be placed on a list for assignment to a patrol station based on your preference, and you will be assigned within approximately one to two (1–2) years. As you begin our Field Training Program, keep in mind that you are not a complete rookie, but a fully sworn deputy who has already spent at least one year working within a correctional environment.

Prior to your assignment to a patrol station, you would likely attend refresher courses to prepare yourself for field duties. If you have any further questions, please contact Training Bureau Command. ))

Sincerely,
Daryl Bratton, Sheriff
