Samuel White Richard is a 22 year old resident of Los Santos, where he was born and raised. He graduated from the Louisiana State University with a bachelor of science and initially intended to pursue a career in dentistry. One might wonder why did he go to Louisiana in the first place. His parents were born and lived there until his father, by that time already married to Samuel's mother, took up a job offer in Los Santos motivated by the seemingly better prospects of the city in the early 70s. All of his uncles, aunts, cousins and grandparents still reside in Lousiana. His family descends from French settlers known as the Cajun people. Also, at the tender age one typically applies to college, he desired to set off on his own and escape his parents' influence, albeit they were not particularly strict.
Having decided not to pursue any further education, he moved back to Los Santos and is currently on a sabbatical, spending time trying to figure out the path ahead. This decision had two reasons: his unremarkable academic performance and only average Dental Admission Test score would make getting admitted to dental school a steep and unlikely climb; and by the time of graduation he had already become disillusioned with the burdens of university life, which he considered had unnecessary required activities that contributed very little to his career plan.
His work experience is limited to part-time jobs in nationwide electronics retail store and local Lousianan fast food chain. Applying to a law enforcement position was much more a matter of opportunity than planning. He had been considering joining civil service positions and came across an advertisement from LSSD. Deeming himself physically and mentally fit for the position, he decided to turn in an application.

Dear Mr. Richard,

We have evaluated your application and qualifications for the position of Deputy Sheriff Trainee.

Pursuant to personnel guidelines and hiring standards of the County of Los Santos, we would like to offer you a conditional offer of employment at the sworn title of Deputy Sheriff Trainee.

Any request for refusal of this offer must be in writing and received by Training Bureau Command within three (3) business days from the postmark date of this letter.

You will be sent further correspondence explaining the process of your academy training further.

(( Your character will undergo a 22-week academy, after which they will spend a period of at least one (1) year assigned to a correctional facility within Los Santos County (e.g., Men's Central Jail, Twin Towers Correctional Facility) run by the department.

Following this period, you will be placed on a list for assignment to a patrol station based on your preference, and you will be assigned within approximately one to two (1–2) years. As you begin our Field Training Program, keep in mind that you are not a complete rookie, but a fully sworn deputy who has already spent at least one year working within a correctional environment.
